Yes, the Ark does have a public elevator although it is encouraged to use the ramps and leave the elevator for only those who truly need it. The staff were very friendly and I even got to see the service elevator (that was not operational that day) The Ark Encounter is a great place to visit and tool in explaining how Noah's Ark could have looked liked inside & out.
